隨著科技的快速發展與資訊的快速流通,國際社會已縮小成一個「地球村」;也因全球大多數國家均已納入世界體系,任何國家對於犯罪問題,皆無法置身事外。不論「跨區」犯罪、「跨域」犯罪或「跨境」犯罪,包含運輸販毒、恐怖活動、國際詐欺、人口販運、武器走私、駭客入侵、網路洗錢等,犯罪組織擴大到全世界,「打擊跨國犯罪」已是全球警政的核心。

With the rapid technological development and rapid facilitation of information, the international society has shrunk to a “global village” that encompasses the majority of nations in the global systems. Problems involving crimes are something every nation is obliged to be responsible for. Cross-regional crimes, cross-origin crimes, and cross-border crimes include drugs trafficking, terrorist activities, international fraud, human trafficking, weapon smuggling, invasion of hackers, money laundering through Internet, and so on. Organizations of crimes have expanded to the entire world, that’s why the effort to crack down on transnational crimes has become the core of police administrations around the world.

In ancient times, wealth was measured and exchanged tangibly in things that could be touched –food, tools, and precious metals and stones. Today electronic monetary systems are gradually being introduced that will transform money into even less tangible forms, reducing it to arrays of “bits and bytes,” or units of computerized information, whizzing between machines at the speed of light. Already, electronic fund transfer allows money to be instantly sent and received by different banks and companies, and instantly sent and received by different banks, companies, and countries through computers and telecommunications devices.

在古代,財產的衡量和交換標準,都建立在物品是否可觸摸的準則上,像是食物,工具,珍貴金屬和石頭等。今日的電子錢財系統,已漸漸引入生活,且這項系統能將錢轉化成更加不可觸摸的形式,再減少成一列列的“位元和位元組”,經過電腦化的資訊信息,或者是機器當中以光速呈現出颼颼作聲的狀態。目前,電子化的基金轉移,使得錢財可立即送出去,讓不同銀行,公司等機構能收到。不僅僅是銀行和公司而已,還能藉著電腦和電信裝置,送至其他國家去。

三、Reading Comprehension(20分)

A 1972 law passed by the federal government makes it illegal to tamper with a car’s odometer. Nothing can be done that would change the mileage shown on the car. Anyone who sells a car must sign a statement that lists the mileage on that car. If the mileage is incorrect because the odometer is not working, the seller must sign a statement saying that the mileage is unknown. No one except a repairman is allowed to do anything that would alter the mileage shown on the odometer. This is an important safeguard for the buyer of a used car, for an automobile may look in much better shape than its true mileage would indicate. A buyer should examine a used car carefully, ask to be shown the mileage statement, and contact previous owners. You can sue any seller who misrepresents the mileage on a car, but the best protection against this sort of fraud is a close inspection of the car before buying.

Please write an essay on “The balance between how to enforce the law and uphold human rights for the police.”

Sometimes, we may hear some contingencies of police brutality that cause invasion of human rights, even injuries or death. Such an issue is worth contemplating: How should the police adjust the balance of enforcement and human rights? Here are my viewpoints:

As the conceptions of human rights get more focused on, the difficulty of police’s enforcement gets raised. If the police carelessly hurt anyone to be apprehended, the police would be liable to some legal punishments to some extent.

One of the examples just occurred in 2020: The murder of George Floyd. When this Black man was suspected using counterfeit banknotes, he was soon subdued by White man as a police. However, the police’s strength of kneeling on George’s neck was so strong that caused his suffocation, then death. Anyone who witnessed the process began to protest in front of the police station. Later, more get furious when the news spread to other cities, even to the world! Of course, the most responsible police is serving for prison sentence currently. This is the consequence of ignoring the significance of human rights.

However, if human right is excessively valued, the police would be exposed to danger when facing culprits carrying dangerous weapons. There were some cases when young policemen lost their lives when fighting with culprits. Therefore, we’ll have to wait until the legislature enacted more explicit statutes the police would easily follow. Although countless debates are inevitable when it comes to the balance between enforcement and human rights, it becomes the best opportunity for legislators to optimize the perfectness of police enforcement. But how long would it take to hear the answer? Only our patience and time can tell.
